Frostpunk is the only city-builder where the city is the side dish and the moral choices are the meal. You will pass laws you regret. You will work children. You will execute someone, or you won't, and either choice will feel wrong by morning. Mechanically it's tighter and shorter than peers — most scenarios run 8-15 hours and have an actual ending — but the survival pressure is unrelenting and replayability is lower than something like Against the Storm. Play it for the story arc, not for the sandbox.
